Board of Directors

Comprising nine directors with a wide range of professional backgrounds and areas of expertise, our board of directors is dynamic and strongly committed to its community.  

Indeed, the large family of the Corporation du Fort St-Jean is proud to serve the Canadian Armed Forces, and particularly the Royal Military College Saint-Jean and the Chief Warrant Officer Robert Osside Profession of Arms Institute.

 

Fernand Croisetière

Chairman of the Board

Our Chairman of the Board, Fernand Croisetière, had a 36-year career in education. He successively served as a teacher, school principal, and director of adult education and vocational training resources here in Saint-Jean-sur-Richelieu.

Over time, he developed numerous partnerships between the education sector and various community organizations. A graduate of UQAM’s Bachelor of Vocational Teaching program, he also served as an educational advisor at this institution.

Active in his community, he has been a director at Corporation du Fort St-Jean (from 2006 to 2014), at the Conseil Économique du Haut-Richelieu, the Fondation Marcel Landry, and the Musée du Fort Saint-Jean. He also chaired the boards of the Centre de santé et services sociaux du Haut-Richelieu-Rouville, the Corporation de l’Aréna régional d’Iberville, and the Société Saint-Vincent de Paul de Saint-Jean.

In addition to chairing the board of Corporation du Fort St-Jean since 2021, he recently became Vice President of the Centre intégré de santé et de services sociaux de la Montérégie-Centre. He is also a mentor in the Haut-Richelieu entrepreneur mentoring program and serves as a director at the Centre d’aide aux entreprises Haute-Montérégie.

He is also an independent director of the Centre intégré de santé et des services sociaux de la Montérégie-Centre.

Christiane Marcoux

Vice President

Christiane Marcoux is a committed and highly involved woman in her community. Active in municipal politics for 30 years, she served as a municipal councilor for the municipality of Acadie from 1991 to 1998 before becoming mayor for 4 years.

From 1999 to 2002, she was appointed prefect of the MRC du Haut-Richelieu and, for the next 15 years, she was a regional councilor at the MRC du Haut-Richelieu.

President of the board of directors of Compo Haut-Richelieu from 2006 to 2017, she also held the position of treasurer of the Fonds industriel and secretary of the Conseil Économique et Tourisme Haut-Richelieu.

From 2002 to 2021, she served as a municipal councilor for the city of Saint-Jean-sur-Richelieu before retiring from political life in November 2021.

In addition to holding the position of Vice President here at CFSJ for 18 years now, she was elected in June 2022 as President of the Amis de l’église patrimoniale de l’Acadie.

Yannick Marcotte

Treasurer

A Chartered Professional Accountant and tax specialist for nearly 15 years, Yannick Marcotte is a dedicated, committed, and highly ethical individual. Teamwork is also a very important value for him.

After obtaining his bachelor’s degree in accounting sciences and his master’s degree in taxation at the Université de Sherbrooke, he worked for about ten years at the accounting firm Raymond Chabot Grant Thornton S.E.N.C.R.L. Today, Mr. Marcotte is General Manager at Caron Capital and President of Periscope Fiscalistes Inc.

Involved in the business community of Saint-Jean for several years, Yannick Marcotte has managed to integrate and contribute to his adopted city. Administrator, treasurer, governor, and member of the Chambre de commerce et de l’industrie du Haut-Richelieu for several years, he has participated, with the whole team, in the major successes of the recent history of this organization.

Carolyn Hug

Independent Director

A graduate of RMC Saint-Jean, Carolyn Hug maintains close ties with the College, notably by serving on the boards of directors of the Fort Saint-Jean Branch of the Royal Military Colleges Alumni Association and the Ex-Cadet Foundation of Royal Military College Saint-Jean.

Her active participation with these organizations has allowed her to establish a network of contacts across the country, both among alumni and current members of the Canadian Armed Forces. This involvement with the College has given her the opportunity to become familiar with the operations of the CFSJ and realize the benefits of its business model.

Joining the board has allowed her to support her alma mater while contributing to the success of the Corporation du Fort St-Jean in an engaging context.

Michel Dubois

Independent Director

A retired lawyer and former partner at Morency, société d’avocats SENCRL, and a member of the Barreau du Québec since 1984, Michel Dubois practiced business law for over 37 years. He is also the lawyer who witnessed the birth and creation of the CFSJ in 1995.

Holding a certification in ethics and compliance from École des dirigeants HEC Montréal (CEC) since 2023, he is also a certified Administrateur de sociétés certifié (ASC) from Collège des administrateurs de l’Université Laval since 2021 and holds a diploma in civil and commercial mediation from Université de Sherbrooke since 2016. In addition to being a member of the Barreau du Québec, he is also a member of the Canadian Bar Association, the Institut de médiation et d’arbitrage du Québec (IMAQ), Réseau Capital, the Chambre de commerce et d’industrie de la Rive-Sud, and the Chambre de commerce et de l’industrie du Haut-Richelieu.

In his spare time, he has participated in the drafting, design, and publication of articles on business and corporate law. He has also acted as a speaker for numerous forums made up of groups of business people and professional corporations.

Guylaine Tremblay

Independent Director

With a master’s degree in organizational development, two bachelor’s degrees—one in public safety and the other in industrial relations—and a college diploma in police techniques, Ms. Tremblay has been a reservist for the Department of National Defence as a platoon commander for an infantry regiment, the Fusiliers de Sherbrooke, and also an instructor for St. John Ambulance.

During her career, she has held several key positions at the Sûreté du Québec, including head of the technological surveillance service. Currently director of the Centre de services de Richmond, she is also vice-president of the Association professionnelle des officiers de la Sûreté du Québec and a lecturer at the Séminaire de Sherbrooke in humanities, with a focus on law and criminology. Her extensive expertise and in-depth knowledge of the field fully meet the needs of our organization.

A spouse and mother of military personnel and having spent some time in the region, she is well acquainted with the environment in which Corporation du Fort St-Jean operates.

Alexandre Séguin

Independent Director

Alexandre Séguin has been a chartered professional accountant (CPA) for more than five years and has been working in the field of accounting for nearly ten years. His career in several firms, including Raymond Chabot Grant Thornton, has enabled him to develop in-depth expertise with SMEs and non-profit organizations (NPOs), as well as in certification and risk analysis. He is now a partner at LJV CPA, a firm in Saint-Jean-sur-Richelieu serving the region.

Committed to the business community, he has been involved for more than five years in the Youth Wing of the Haut-Richelieu Chamber of Commerce and Industry, where he currently serves as president. He has also served on the board of directors of the Chamber of Commerce for almost two years.

Paul Chamberland

Independent Director

Paul Chamberland joined the Canadian Armed Forces in 1992, starting his career at the Royal Military College of Canada (RMC) as a signals officer. He has served in various information technology and telecommunications roles within the Canadian Army. His career was marked by a stint at NATO headquarters in Brussels, two rotations in Afghanistan and a rapid deployment in response to the earthquake that devastated Haiti in 2010.
After retiring from the Forces in 2017, Paul joined the Société des alcools du Québec (SAQ) as Senior Director, responsible for IT infrastructure, operations and cybersecurity. He played a key role in the launch of the Société québécoise du cannabis (SQDC) and the establishment of its operations. In 2022, he joined CIMA+ as Senior Vice President of Information Technology. Since 2025, he has held the position of Chief Information Officer (CIO) and Associate Vice President at McGill University. Paul holds an MBA from Laval University, a bachelor’s degree in computer engineering from RMC and is a graduate of the Canadian Forces College in Toronto.

Meet the leadership team behind the Corporation…

​Steve Hétu

President and CEO​

Steve Hétu holds a bachelor’s degree with honours in Political Science and a master’s degree in Defense Studies (MDS). He is a graduate of the Joint Command and Staff Programme in Toronto. He is also a graduate of the Collège des administrateurs as an Administrateur de sociétés certifié (ASC).

After completing 29 years of service in the Regular Force, he transferred to the Reserve Force to join the Corporation du Fort St-Jean as General Manager. He continued his military career part-time during which he commanded the 6th Battalion of the Royal 22nd Regiment. After serving his country for 33 years, Steve Hétu retired to dedicate himself to various civilian positions.

In addition to serving as President and CEO, he is also a member of the Military Liaison Committee of the City of Saint-Jean-sur-Richelieu and a director of the Canadian Forces Leadership and Recruit School Association.

Julie Chagnon

Executive Vice President and CEO

Holding a B.A.C.C. in Business Administration in 1997, she began her career in financial consulting and continued her education to obtain a Master of Business Administration (M.B.A.) in 2004. She quickly found her place in management, a position she has held for over 20 years now.

Interested in the development of organizations and the individuals within them, she pursued and obtained the certification of Executive Coach (A.C.C.) from the International Coach Federation. She then continued her career as a consultant and coach with various management teams to guide them in their strategic planning, achieving business results, and developing skills. Her knowledge base has enabled her to acquire strong management skills and organizational agility in a rapidly evolving context. Always aware of organizational issues, she also obtained her title of Administrateur de sociétés certifiées (ASC) from the Collège des administrateurs. She invests in her community by serving on boards of directors, including the Fondation Santé Haut-Richelieu Rouville and the Fondation du CÉGEP SJSR, as well as various committees.

She joined the Corporation du Fort St-Jean in November 2018 to support it in strategic planning and organizational performance, also serving as Director of Human Resources. In 2023, she was appointed Executive Vice President and CEO, where her role will be enhanced by working on strategic issues and assuming the role of CEO when needed.

Sébastien Beauregard

Customer Service and Commercialisation

With 13 years of professional experience within the Canadian Forces Morale and Welfare Services, Sébastien Beauregard joined the management team in 2020. A recognized civilian specialist within the military community for his management and administration of sports programs, he is now responsible for managing the facilities and range of sports services offered to our civilian and military clientele.

Holder of a bachelor’s degree in Physical Education from Université Laval, Mr. Beauregard began his career as a teacher at Lester B. Pearson Public School in Aurora, Ontario.

Very interested in the military world, he returned to Quebec and became a physical conditioning instructor at the Garnison Saint-Jean. He later joined the teams at the Royal Military College Saint-Jean, first as a physical education teacher for 4 years, then as sports director from 2012 to 2020.

Martine Rouleau

Finance and Procurement​

Martine Rouleau received her accounting expertise diploma in 1989. She began her career at Desmarais, Lapratte, Phénix et Associés, comptables agréés. Four years later, she became a partner at Wilkie, Rouleau et Associé, where she applied her expertise for seven years.

In December 2000, she decided to make the leap to a very large company. During her 17 years at Bombardier Transport Canada Inc., she held various management positions and played various roles, mainly within an international team.

She joined the Corporation du Fort St-Jean (CFSJ) in March 2017, where she holds the position of Director of Finance and Procurement. Specialized in the standardization of accounting processes, it was the challenges of contract management that prompted Ms. Rouleau to join the Corporation’s team. A certified corporate director since 2021, she currently sits on the boards of directors of the Caisse Desjardins du Haut-Richelieu as well as the Ordre des comptables professionnels agréés du Québec and the Canadian Forces Leadership and Recruit School Association.

Jean-François Marsolais

Real Estate Management

Jean-François Marsolais holds a bachelor’s degree in electrical engineering with a focus on electrotechnics.

After completing 39 years of service in the Canadian Armed Forces, where he served as an Armament Technician and Electrical and Mechanical Engineering Officer, he joined Corporation du Fort St-Jean as Director of Real Estate Management.

He is a member of Levier Vert, the environmental and sustainable development committee of the Chambre de commerce et de l’industrie du Haut-Richelieu (CCIHR), and also serves on the board of the Musée du Fort-Saint-Jean.

Annabelle Lefebvre

Human Resources

Holding a bachelor’s and master’s degree in business administration with a specialization in human resources, as well as the title of Certified Human Resources Professional (CHRP), Annabelle Lefebvre is committed to creating a healthy and stimulating work environment. Known for her dynamism, empathy, and constant awareness of the latest trends in human resources, Annabelle places the employee at the heart of her priorities.

After a brief experience with the Canadian Armed Forces, Annabelle began her human resources career in an employment agency providing various personnel services to federal jurisdiction companies. Quickly recognized for the quality of her work, she was promoted and supervised several sites. She then gained solid expertise in managing federal contracts, supervising employees, recruiting, and headhunting. She continued her career in a medical and pharmaceutical company, where she became a reference as a human resources manager.

Her thirst for learning and desire for new challenges led her to join an IT company, where she obtained her first management position. She then applied her skills to an automotive manufacturer, reforming HR practices and HR management information systems.

She enthusiastically accepted this year the mandate to replace the director of human resources during her maternity leave.

Yvan Heppell

Operations Support and Privacy Information Protection Manager

Yvan Heppell began his career in the Canadian Armed Forces in 1988 as a combat engineer. During his 21 years of service, he worked in Valcartier, New Brunswick, and Saint-Jean-sur-Richelieu. He participated in the Oka Crisis in 1990 and the Ice Storm in 1998. He also served with the United Nations in 1992-1993 and was deployed to Bosnia-Herzegovina in 1996-1997. An elite in the field of heavy equipment, he left the Canadian Armed Forces at the rank of Master Warrant Officer.

Yvan Heppell has been working at the Corporation du Fort St-Jean since 2010. After holding positions as project manager and technical service manager, he now serves as director of operations support. In this role, he is, among other things, the unifying element between the Royal Military College Saint-Jean (CMR St-Jean) and Corporation du Fort St-Jean.

Caroline Berthiaume

Executive Assistant

Caroline Berthiaume joined the Corporation du Fort St-Jean in October 2009. Initially an assistant in sales and customer service, she has held her current position since July 2011.

With over 25 years of experience with boards of directors and management teams, she has worked for the Chambre de commerce du Haut-Richelieu and Oxfam Québec. Graduated from the Collège de secrétariat moderne in 1992, she has furthered her studies over the years to stay connected with her field.

In 2014, Ms. Berthiaume was part of the committees that analyzed professions for the DEP in secretarial studies and validated the training project, officially submitted to the Ministère de l’Éducation, du Loisir et du Sport in 2015.

She served for 4 years as secretary on the board of directors of the Club de patinage artistique Saint-Jean and continues to volunteer in communications and media relations. She also served as an assembly attaché for InnoSécur for over 3 years, supporting the board chairman and management team in preparing board meetings and various documents.
